- PM-PVTGs GROUP:-
On the recommendations ofthe Dhebar Commission,the Central government began to identify
the most vulnerable tribal groups as a separate category in 1975, establishing 52 such groups. After
some years this list was expanded in 1993, when another 23 groups were added and it became 75
PVTGs out of 705 Scheduled Tribes spread across the country .
The PM-PVTG Development Mission program aims to improve the socio-economic status of
Vulnerable Tribal Groups (PVTGs). For this, availability of Rs 24000 Crore for Scheduled Tribes
has been envisaged in the Union Budget.
PVTGs are given preference under the Special Central Assistance (SCA)to Tribal Sub-Scheme
(TSS), Grants under Article 275(1) ofthe Indian Constitution, Grants-in-Aid to Voluntary
Organizations working for the Welfare of Schedule Tribes, and Strengthening of Education among ST Girls in Low Literacy rate.
- INITIATIVE FOR PVTGs:-
This scheme provided financial assistance to the State/UT Governments based on their proposals
for development oftribal people in the sectors of education, housing, land distribution, land
development, agricultural development, animal husbandry, construction oflink roads.
- CRITERIA FOR IDENTIFICATION OF PVTGs:-
1.) Pre-agricultural level oftechnology
2.) Low level ofliteracy
3.) Economic backwardness
4.) A declining or stagnant population
5.) Hunting for food
6.) Zero or Negative population growth
- About the Mission:-
1.) A fund of Rs 15,000 crore for the nextthree years has been allocated for the
social-economic development ofthe group.
2.) It has been launched as a part of‘Reaching The Last Mile’, one ofthe seven
Saptarishi priorities enlisted in this year’s budget.
3.) The PVTGs Mission aims to provide basic facilities like housing, water, road,
telecom, education and health in PVTG areas across the country.
4.) The scheme follows the strategic approach of‘Vanbandhu Kalyan Yojana’ which
aims to optimize utilization of resources available under various programs.
5.) Rural Development Ministry,the Water Resources Ministry,the Education
Ministry,the Health Ministry and the Women and Child Development Ministry are
the nodal ministries responsible for the implementation of the scheme.
